Describe the feature would like to see added to OpenZFS

Testing the build on Debian

How will this feature improve OpenZFS?

We won't look like clowns when we do releases like we did in #16155.

I was struck by the thought "wait, the github runners are on Ubuntu, why didn't they break"

Well, they only test the native packages, which are broken, but not in this particular way.

So a quick improvement would probably be to add github actions that use the runners to build the alien packages.
