Static pages need to be removed eventually. Services page offers opportunity for it and enables API handling of the functionality.

Standard grid migration + input form. could probably be an inline migration (keep data in existing spot) gateways->gateway_item, similar to routes.

@fichtner it looks like System --> Gateways --> Single still needs to be renamed, I'll take a quick look.
