[Bug] On development, I am unable to create or link certificate to a user

Describe the bug

This is related to #7385.
I am using the development environment.

Trying to create / link a certificate to an existing user is redirecting me to /system_certmanager.php?act=new&userid=X and I get 404.
This url, if I remember correctly is the valif link for the current prod env.

To Reproduce

Steps to reproduce the behavior:

1. install the development environment
2. Create a user
3. Click on the "+" sign to add a new certificate
4. See error

Expected behavior

To be redirected to the Trust new certificate page (or to the certificate list so I can choose an existing certificate to link).
