c-icap not fuctioning after 23.7.8 update

c-icap doenst start any longer after updating to OPNsense 23.7.8

To Reproduce

configure squid with c-icap and clamav and update to 23.7.8
c-icap should not start any longer

Describe alternatives you considered

workaround discovered by "chatmate"
#icap_access allow AUTH 127.0.0.1 acl localserver srvip 127.0.0.1 icap_access allow AUTH localserver

It appears the plugin could fix that, but pretty surprising from a stable update of the upstream software. opnsense/plugins#3667
