To reproduce, with Orbeon Forms 2023.1.1:

Open https://demo.orbeon.com/demo/fr/forms, in the language choose Italian.
Open https://demo.orbeon.com/demo/fr/a/a/summary?form-version=205, or some other form also available in Italian, and notice that the language reverted to English, while we expected to stay with Italian.
