The expenditure on water scarcity measures in rural and urban areas of the State is met from the grants available under the head" Assistance for Natural Disaster Mitigation" (2245). The proposal has been accepted. For the financial year 2017-18, the Department of Revenue and Forest (Relief and Rehabilitation), vide its Government Resolution dated 16.10.2017, was considering to disburse funds to Divisional Commissioners, Konkan and Pune from the funds remaining with the Department.
Government's decision:
A sum of Rs. 369.20 lakhs (Rs. Three Crores Seventy-nine Lakhs Twenty Thousand only) is being sanctioned and released to the Divisional Commissioner, Konkan and Pune through the Budget Distribution System subject to the terms and conditions as provided in the extant Standing Government Resolution and the following conditions, to meet the expenditure incurred/ to be incurred on the drinking water scarcity measures in Konkan and Pune divisions as per the norms laid down by the Government for mitigation of drinking water scarcity in rural/ urban areas.
Terms and Conditions
(1) The Divisional Commissioner, Konkan and Pune, while distributing the said fund to the respective Collectors, shall ensure that it is distributed as per the scheme.
The funds shall be released for the implementation of the measures taken to mitigate the drinking water scarcity in rural/ urban areas for the scarcity period 2016-17 and 2017-18 and for the payment of pending dues during this period. Care should be taken to ensure that the funds are not used for other short-term measures.
The District Collectors who have not received the remedial certificates from the District Collectors of the funds disbursed in the financial years 2015-16 and 2016-17 for the purpose of solving the drinking water shortage in rural/ urban areas, should not disburse the funds to them by the concerned Divisional Commissioner without submitting the remedial certificates of the entire expenditure (100%) of the funds disbursed in the above two years to the Divisional Commissioner.
4) While disbursing the funds, it should be ensured that the funds have not been disbursed to the concerned measures earlier.

5) The funds for the measures that are being implemented by the Maharashtra Life Authority should not be distributed to the Zilla Parishad, the concerned District Collector should immediately distribute the funds to the concerned Executive Engineer, Maharashtra Life Authority, who is implementing the scheme. Further, while seeking funds for the measures to be taken for mitigation of scarcity, the subject-wise demand as to what are the proposed measures to be taken for mitigation of scarcity, for what period, how much funds are required for it, as well as the funds disbursed in the current financial year, the expenditure incurred, the balance funds, etc. Besides, it should be noted that the funds will be approved in the future.
The system shall be installed and the tanker's fare recorded on the GPS system shall be admissible for payment. Such trips will not be admissible if the tanker transport holder claims that the tanker has been diverted due to non-installation of the system or the GPS system is switched off. Also, payments should not be authenticated as the GPS system does not register and funds should not be disbursed for payments authenticated in this manner.
7) The Divisional Commissioner shall submit to the Government every month, along with the monthly expenditure report, information on the physical progress of the district for the purpose for which the funds have been allocated. The accounts of the allocation of funds should be kept up to date at the level of the office of the recipient and disburser of the grant in accordance with the procedures laid down in the records.
Similarly, the information about the actual expenditure to be incurred every month should be submitted to the government by the 5th of the next month. The expenditure incurred every three months should be verified with the expenditure recorded in the Accountant General's office and the relevant certificate should be submitted to this department immediately. Also, the controlling officer should ensure that the expenditure does not exceed the sanctioned funds under any circumstances. If any amount is not spent from the subsidy disbursed, the amount should be returned to the government within the stipulated time.

The funds are to be spent in 2017-18. It's going to be wasted
Care should be taken that it is not withdrawn from the treasury or deposited in the bank account.
9) Expenditure in respect of" Demand No. C-6, 2245- Assistance for relief of natural calamities, 01 depreciation, 102- Supply of drinking water, (91)- Expenditure as per the norms of State Disaster Response Fund, (91) (01) Emergency supply of drinking water (2245 0093) (Dattamat) (Post Pay) 31, Subsidiary Grants.
(10) Sub-heading/ sub-heading in the computer slip to be sent to the Treasury/ Deputy Treasury Officer by the Drawing and Disbursing Officer and attached with the payment.
Computer code should be mentioned without fail. Also, a report of the amount withdrawn from the treasury/ sub-treasury should be submitted to the government.
The details of the disbursement of funds under this Government decision are as under: Department wise and Measurement wise. Similarly, the Divisional Commissioner should distribute the funds to the District Collectors on an application basis.
