Task Wanted: Quota Check

While there is a resource check CodeBundle (currently either fetching current usage, or identifying if pods don't have resources set), it would be useful at the Namespace Healthcheck level to check the current namespace quota usage and provide an informational issue if the quota is nearing or at capacity.

I noticed recently that the SLI was counting completed pods in it's namespace health. This is being corrected here: runwhen-contrib/rw-cli-codecollection#405
