We currently use very old almalinux/almalinux:8 docker images which is no longer maintain and it plays badly with its current repositories.

We need to update the el8 base dockerfile to use almalinux:8 base image and generate all the leaf images for el8.

We need this in particular to install CUDA driver SDK needed for the KokkosCUDA build.
