Describe the bug
ADIOS2_HAVE_Kokkos is not defined when linking to adios2 as an external library, but it is defined e.g. in examples.

Expected behavior
ADIOS2_HAVE_Kokkos should be defined when linking to adios2 as an external library.

I can add this sometime this week unless someone has time before. I'll tentatively assign this to myself.

I think we need to export ADIOS2_HAVE_Kokkos_{backend} as well.
