s3 migration to local filesystem

As a follow-on from
#1209

When i run,
php setup/cli/manage.php file migrate --backend 3 --to F --limit=20

I just get

"#!/usr/bin/env php"

as the output from the command.

please advise.

a.) I updated the php version.. and that got it to run.. then a new issue

$ php manage.php file migrate --backend 3 --to F --limit=1
Unable to migrate osTicket.txt
Migrated 0 files

[mrabino1]

same thing for

$ php manage.php file migrate --backend 3 --to D --limit=1
Unable to migrate osTicket.txt
Migrated 0 files
