[important, usability] Don't allow rotation during zoom gesture

Describe the idea (required)

Here Maps and Google Maps don't allow for rotation during the zoom in/out gesture. We do, and it results in unwanted rotation while the user just want to zoom. The change would be very small but the usability improvement would be huge!

Tell us about the expected behaviour (required)

The rotation gesture should be on its own, separate from the zoom one. Take Here Maps and Google Maps as a model

Tell us about alternatives you've considered (required)

At the moment, one would need to carefully move slowly in order not to trigger the unwanted rotation

That's not really true as I tested Here maps allows but with tricky conditions, Google maps doesn't allow, Apple Maps allows.
Though indeed its related to #17086
