If the world basemap(and basemap mini) is active in OsmAnd, the data from the regional downloaded newer map will be overwritten by the old data from world basemap file.

The locale map should be over the basemap, not the basemap over the regional map.

Tested in latest nightly and latest from PlayStore and latest map from Trentino-Alto Adige

Here without basemap and only regional map(correct name Geisler fixed 4 months ago):
