Bremen is considered to be an enclave within Lower Saxony, therefore it would be more convenient for users to download Bremen map separately.

We plan to make it clear for embedded maps to not have them downloaded twice though we don't plan to make enclaves it creates quite some difficulties with algorithms.
So in that situation we will work on the naming 'Lower Saxony + Bremen'
