Unclear how Survey Details and Geographic Areas interact

As I was not able to sync a survey without an area of interest, so I suppose a survey should be a combination of a form and area of interest? It is unclear in the interface how the two interact.
It is Survey at the top, then "Survey Details", which may be better name Forms or something like that.

When syncing from the application, you can pick only the Survey Details but pick an area of interest.
