Currently the last update timestamp for a layer is only shown when there it has statistics data. We need a way to do this for layer that don't have the stats.

Overpass adds a timestamp property to the featureCollection.

This could be an optional way to supply the layer's timestamp for osmoscope as well.

Doesn't work for vector tile llayers, but for GeoJSON layers this could be a good partial solution.

OpenLayers parses that GeoJSON for us, and I am not sure whether it gives us access to that information. We'd have to figure this out.
