Summary

As part of a grant from the osmosis grant system we completed many new features in the governance module. In order for us to complete the grant we need to upstream features to the version of the sdk osmosis is using.

Happy to hop on another call, I don't think there are any specific changes we don't want upstreamed, unless of course there is a specific change that is a massive overhead to do so on.
