Background

To have a smooth and quick roll out of ProtoRev, Skip alongside the Osmosis team decided to agree on hardcoding Skip's admin address in the module genesis so that no subsequent proposal is necessary to fully interact with ProtoRev on launch.

The admin account hard coded (osmo17nv67dvc7f8yr00rhgxd688gcn9t9wvhn783z4) is stored on a ledger for safe keeping and will be used to grant Authz permissions for a different account to execute all Msg types associated with ProtoRev. In the case where the ledge is lost or anything similar, the ability to set a new admin account is still available through the SetProtoRevAdminAccountProposal proposal handler.
