Opening a PR with a proposed CoC to start discussion.

* Proposes using the Contributor Covenant
* Proposes using a google group, foss-responders@googlegroups.com, for the contact address.

Who does foss-responders@googlegroups.com go to, at the moment?

Right now just me - which isn't tenable. But if you agree with the overall approach I'll add you and make you an owner. This was just the shortest path toward an email alias without registering a domain or overloading an existing one.

Works for me. I had added this same CoC in a commit I forgot to push using my personal email, so this is still a better option. I'd like more weigh in from others. Let's ask on Thursday during the call.
