OSL Website Changes

@ramereth @Kennric This is the general outline for the OSL website as I understood it during our meeting. Content for each page will go under their individual bullets, not the ones associated with the "Navigation Bar" list. The NB list is only there so as the document gets longer and longer, we can scroll to the top and easily see the outline.
