Firewall should be able to filter ALL traffic if corresponding rules are not set.
NPF only manage Layer 3 filtering so only IPv4 and Ipv6 packets are inspected by firewall.
We should be able to filter traffic on other protocols than IPv4/Ipv6 (ex: ARP, IPSEC, ICMP, ...)
