cross the net not valid with arping command

it would be better change the command like this "/usr/sbin/arping -q -c 3 -A -I eth1 -s writer_vip writer_vip_gateway" .it need add a param writer_vip_gateway.otherwise other net can't work when failover the vip

However, If you really need this functionality, consider adding it yourself.
