Implement IPC for non-Bun processes

Just spoke with the NX team over on their discord. I can't wait for NX to be supported, but they say it can't be done until IPC can be used with non-Bun processes.

So this issue is for tracking support for that.

The linked PR adds json serialization, which should be compatible with node out of the box.

Great! But the linked PR has test failures at the moment, and also has a review comment that hasn't been fixed yet.
