Provide a way to disable certain HTTP clients, based on their User-Agent string.

Internet Explorer's End of Life: June 15, 2022 (see https://docs.microsoft.com/en-us/lifecycle/products/internet-explorer-11)

 * Applied the User-Agent check to the JavaScriptServlet as well (although if the CsrfGuardFilter is correctly configured against the web root, it should not be needed)
