Cycle 2024.2: Region DoDs

Must do

• For entity names including the region definition source in parentheses, automatically look for a DoD with a specific prefix (e.g. for "Africa (WHO)", we automatically check for a DoD named grapher_regions_who)
• For every region DoD, add a text fragment in the notes footer that provides more information about the region definitions via a DoD popup
  • Support custom note text by detecting whether an automatic region DoD ID was used (if a custom text is provided, don't add the standard fragment)
• Remove region info from entity names if possible (don't do this if we end up with ambiguous entity names)
• Display text in parens slightly more subtly

Should do

• Support images in DoDs (we could then show a map of the region definitions)

Won't do

• Support per-chart region DoDs
