Currently, control-plane-agent responds to requests for its identity by reading the 96-bit STM32 UID. Instead (or maybe in addition to?), we should report the same identity information we give to host-sp-comms when it asks; i.e., the identity we read from our local VPD.

This has been done for a while, originally fixed in #1041 (and since cleaned up / moved around quite a lot, but still functions).
