Support Socrata

Socrata ise used by the New York City Data portal.

I'm not actually sure if it can be downloaded from except via authenticated apps.|
which is not so great.
As such I think this is particularly low priority as this makes it higher work for lower gain,
than other more open repos.

It doesn't seem to support any of the demi-standard APIs.
