Adding Root user to configfile #5

Has anyone tried adding a root user to the configdile and reloading it to the router? I copied all the admin info in the configfile and then encrypted it. It seemed to take the file and rebooted the router.
However, root still can't logon and whe I downloaded the new configfile and decrypted it. The root user is no longer there. This leads me to believe it rejected my confilgfile or some type of security is used to delete this new user.

I haven't tried the ACS yet as described, but figure this might work, but it didn't. Any ideas out there?
