This was done for Pa11y 5 in this PR: pa11y/pa11y#460

The branch that integrates axe also changes the way runners are loaded, turning them into individual packages that you can choose to install or not (although htmlcs and axe will both be included by default).

So, we need to remember to update this runner before we deploy the branch that integrates axe, otherwise people will have their version of htmlcs downgraded (yikes)
