Add U.S tribal catch column to Table 1

I think at one point we were asked to explicitly remove the Tribal portion from the Shoreside column so that one can see what tribal catch actually was. We have always in the past included tribal in the shoreside column.

This can most certainly wait until next year.

This column just needs to be added to data/landings-tac-history.csv and then the function make.catches.table.US() checked/modified

2022 update: I am still working with the tribal representative to get historical information on catches because our database currently does not have this information. It is more than likely that this will NOT be available for 2022.
