A new sidebar form needs to be created that allows searching for items in the database. When an item is selected, copy its attributes to a new items and set the copied flag to true.

Is this still an active issue? Seems to me like this is taken care of with the way Packstack currently works.

This feature will require quite a bit of work. The idea is that you'll be able to find items created by other users in the database and then copy them to your pack. When I have some time, I'll spec out how I imagine this working in more detail.

Oh wow, I see what you mean! My first thought is that users should have to "publish" items they want to be publicly available. In other words, by default, new items shouldn't be publicly available.

User-created items? Interesting. https://backpackplanner.io/ seems to have this already. Having dealt with user-created data at work, not sure I agree with this in principal, but much better then trying to get inventory lists from vendors. If you do this, please allow user to edit details once it has been copied - manufacturers are always off on their weights :-)
