PreserveUrls doc is misleading with its mention of 'forbid'

The doc cllaims that setting *PreserveUrls options forbids the use of certain filters. This was true when the *PreserveUrls options were initially created, but became false once OptimizeForBandwidth was created, allowing for configuration overrides at different levels (root/vhost/directory/options) to take precedence.

The doc should be updated.
