Ease Popover2 migration with prop shims

Would be nice for the position, isDisabled, and isModal Popover props still worked for Popover2, with deprecation warnings.

Migrating tetherOptions would be out of scope because there isn't a clear mapping between ITetherOptions and PopperJS.Modifiers and this prop is less frequently used.
