Add the ability to create images with pallet.

Would be great to get feedback on this from those who have already done this (@hhutch, @thearthur, and others).

I can think of two different use cases:

Use pallet to build images, then use the images
Pallet creates images automatically, as a way to cache a particular configuration

In either case, knowing what (exact) configuration an image provides would be quite important.
