I thought this would be a nice skeleton for a beginner, but it's incomplete.
What should go the following?

/app/users/init.py

Perhaps I'm just ignorant about python module system...

i do not think this is the appropriate system to get help at. Try the #pocoo channel on IRC instead to further clarify your issue and get guidance.
