duration[ns][pyarrow] missing .dt attribute

...  .astype('timestamp[ns][pyarrow]'))

Issue Description

The pandas 1 era timedelta[ns] type had a .dt accessor to do math on the series.

Expected Behavior

Similar behavior to Pandas 1.
