I have checked that this issue has not already been reported.
I have confirmed this bug exists on the latest version of pandas.

Reproducible Example
Issue Description
1004 for the first row is unexpected, expected result is 1.
Expected Behavior
I expect arrow types to produce the same result produced by pd.StringDtype()
