Why is my virtual machine running so slowly

My machine is a 13700KF with 32GB DDR5 of RAM running Windows 11 x64 on a PCIe 4.0 SSD (1TB). I've allocated 8 cores, 16GB of RAM, and an 80GB hard disk to a macOS virtual machine running version 13.6. However, it's running very slowly. I'm not sure what's wrong. I've tried reinstalling both the host and virtual machine systems, but it didn't help
When I check the task list in Task Manager, whenever I move a window, the CPU usage of processes in the task list increases significantly.

its probably because of software rendering as macOS VMware doesn't have drivers for hardware rendering using gpu
