Describe the feature

Similar to #7130

but integrated in as an exex, see for example

reth/examples/exex/minimal/src/main.rs

Line 46 in fb960fb

.install_exex("Minimal", exex_init)

This should include a custom RLPx protocol, for example broadcasting decoded logs or similar over p2p
