Fix standalone perms for <install_dir>/conf #99

I run into the confluence version of this error when I install standalone:

SEVERE: Unable to create directory for deployment: /opt/atlassian/jira/conf/Catalina/localhost

I'll test in my wrapper cookbook and submit a PR to fix (according to link) if that's all that's needed to resolve
