Set up Content Security Policy violation reporting

We should report violations to our content security policy to potentially increase our software's security as people use (and abuse) it. Make sure the reporting only happens in online mode.

Apparently, however, these reports can get very spammy very quickly, so here's a good article on filtering out the spam.
