The parity-bip39 crate was created as temporary measure to deal with delays in merging:
rust-bitcoin/rust-bip39#57, rust-bitcoin/rust-bip39#64 which were blocking the merge of #2044.

Once before-mentioned PRs are merged, the deps to temporary, short-term parity-bip39 crate shall be removed from polkadot-sdk code-base.
