I have generated a stub policy, but this issue tracks finalization of that policy.

@martinthomson Should there be a document to review there? I assume we can start with https://github.com/privacycg/.github/blob/main/SECURITY.md as an example but set it up in HTML?

I'd be OK with that. I just didn't want my stub to stand unchallenged. I don't think the format matters.
