Agenda+: Remove "draft" label from Threat Model document

I've opened a PR to update the language at the top of the threat model document. I think it would be useful to spend some of our time in person getting reactions to making the threat models slightly more "official". I don't think we need a formal call for consensus, nor do I think we need to finalize the document anytime soon.

It would be also useful to review some of the open issues against the Threat Model and see if we can close them out, or find volunteers to draft PRs to address the issues.

This should only require 30 minutes.
