What does Apple's SKAdNetwork do? Isn't it still available for attribution needs when someone objects to cross-app tracking via App Tracking Transparency (ATT)? I'm not saying that makes it the right way, but it would be a worthy benchmark for consideration.

SKAN defaults to on for all users yes. The choice is in the hands of the app developer to trigger a SKAN event. The user has no say in this unless the app developer gives them that choice by writing code to handle it
