Yes, OneNote has an official application but I want to use two accounts on one PC. OneNote does not have this feature.
Also, if you build the Windows version of OneNote, I can make a portable version of it, which is good for me.

One is not going to write software just for one person, your best bet would be to use a browser version. Another way is to share a notebook with your second account and give it read/write privileges that way you can easily edit from both.
