Migrate core cluster applications from gke-terraform to here

Once Terraform has provisioned our k8s cluster and installed ArgoCD, we can delegate the installation of core cluster applications to ArgoCD (rather than Terraform). This should make maintenance easier, as well as opening up the possibility of testing core cluster changes.

Core apps to migrate:

• cert-manager
• external-secrets
• ingress-nginx
