Burn Artifacts when they are used up #61

When usesLeft is 0 for some artifacts, the artifact itself should be burned because it is all "used up".

Create a capability that

Can be optionally added to artifacts when created or at a later time
Uses a mechanism (like a hook) for extensibility
Burns the artifact ERC721 when usesLeft is 0
