netmagis-dbconfig should have an option to select an alternate configuration file.
It should also be able to output the netmagis configuration file path.

Netmagis-config can use an alternate configuration file
7faf702 
- add the -f option to netmagis-config in order to use
    an alternate configuration file
- provide a pseudo-parameter _conffile in order to return
    the configuration file actually used
