While looking at dapil/dapil.csv, I notice that dapil ID is using this AA00-BB-XXYY format. All looks familiar except 2 digit of the tail part. Can you elaborate what XX is?

Hi @grid-100, the dapil ID breaks down like this:

AABB-CC-DDEE

AA = Province Code
BB = National Dapil Code
CC = Provincial Dapil Code
DD = Kab/Kota Code
EE = Kab/Kota Dapil Code

DD & EE are only non-zero for DPRD II dapil.

All the numbers come from KPU documents, for example, here is the Kalbar document.

If you pick a Kalbar DPRD II dapil, you can see the origin of its ID in that document. So dapil Kubu Raya 3 has ID 6100-02-0203, which is:

61 = province Kalimantan Barat
00 = no national dapil
02 = provincial dapil Kalimantan Barat 2
02 = kab/kota Kubu Raya
03 = kab/kota dapil Kubu Raya 3
