Cemit is created for new DBs

The Cemit Power still exists but does nothing.

To quote Mike twice:
It looks like it doesn't actually do anything any more.

I just checked and new DBs are, indeed, created with the power. There's a fixed table of powers which is used for converting old dbs, but it looks like it's also used for creating new ones, so we probably need to separate those.
